Schooling is a concept that presupposes structures of governing in society in which the macro- and microproblems of ,the state are brought together. 12 My concern with the state involves not only the structured relations that exist between civil society and pubUc authority. It also includes a focus on how management of the state assumes a crucial place in the formation of civil society, and how social regulation of the self is crucial to the production of will, desire, and value in society. The two levels of management are directly and indirectly established in the formation of schooling.

Secularization replaced virtue and piety as the purpose of pedagogy with virtue and rationality. The rational control of nature and people would in turn organize the development and innovation of society. The sociaf reform of institutions replaced an earlier moral concern with converting the sinner. It is at this conjunction that the creation of mass schooling and state building emerged. The discourses of state and schooling were similar: To govern is to provide strategies by which development and discipline can be meshed in the name of social welfare.

While Giddens argues that time and space are integral concepts to social theory, the discussion of structuration reduces temporal and spatial differences fo specific practices of the present.
